A route can not be advertised because its next hop is the same as the address of the peer to which it was being sent. The route will not be advertised to this peer.
If the route should be advertised to the peer, set the bgpPeerCheckNextHop field of this peer's entry in the bgpPeerTable to AMB_FALSE. This will prevent the next hops being checked against the peer's address.
